its the same thing, but it doesnt have that big of a effect on them, like starters can be sat for 1 game and pitch another few innings in teh bullpen before a start, it mainly effects starters who pitch like 3/4s of a game

they will play worse as it gets lower, like once it hits the 30s or 40s they play like trash
pitchers now are required to have rest days to pitch at full ability
